The Central Bank of Russia started to register national payment system providers which is stated in a regulator draft instruction.
After the instruction comes into force any provider will be required to send a registry application to the Central Bank if the amount of its transactions within 3 consecutive months is 80 million rubles a month or more. At the same time the transactions should be carried out between the bank accounts of this particular provider and at least 3 other providers.
Besides the Central Bank formulated the criteria according to which the payment systems will be considered system-based or socially important. Significant payment systems should meet the following requirements: a total amount of transactions should be 80 billion rubles or more within 3 consecutive months and the sum of single transactions should be over 100 million rubles.
The system will be considered socially important either if the amount of its transactions in terms of this system comprises 4 billion rubles or more 3 consecutive months (in the meantime the sum of over half of transactions should not exceed 100 000 rubles) or transactions via credit cards should exceed 100 million rubles a year. The Central Bank will raise the demand for the significant payment systems so the providers will be motivated to meet customers’ needs as precisely and fully as possible. Otherwise any complaints can cause further investigations.
The instructions about providers registry and their recognition as significant ones are going to come into force on July, 1 2012.
The Central Bank announced earlier that by the end of 2012 about 50 to 70 thousand private payment systems may be registered in Russia. After the registry these companies will be required to disclose information about their regulations and tariffs to public.
